- Find a Public Execution marker on the open-world map.
- Reach it and protect the hostages from the first wave.
- Defeat the second wave and keep at least one hostage alive.
- Speak with the civilians and confirm completion.

Before you commit
- If the objective names a faction or district, those restrictions still apply.
- Leaving before the civilian interaction can prevent credit.
